From what I understand, for the neck, it's most important to keep the head and the body in the same plane, which is what the HANS device does in a forward impact.
For concussions, the distance the head has to accelerate before stopping and how suddenly it stops is critical. Even movement of a couple inches can multiply the impact "a bunch" (can't remember the exact amount, but it is big).
I sounds like FlatOut is using dual density foam, which is really nice. The softer material on the outside is easy on the head (as Bob Breton mentions) and also seems more resistant to the elements. But the denser inner part keeps your head (helmet) from hitting the roll bar and doesn't stay compressed in the case of multiple bumps...
